Known for operating with discipline, loyalty, and discretion, the organization maintains few visible ties and makes little effort to explain its affairs to outsiders. Those who encounter its members tend to learn quickly that appearances reveal very little.
Whatever influence Kageyasha-Kai holds in San Andreas, it is exercised quietly.
